<h2>Where do ChatGPT Ads run, and who sees them?</h2>
<p>Ads appear only for users on the Free and Go plans who are known or predicted to be over 18. Plus, Pro, Business, Enterprise and Edu accounts never see them. OpenAI applies account-level age information and age prediction to exclude minors, does not show ads in the ChatGPT Atlas browser during the test, and keeps ads away from sensitive conversations such as personal health, mental health and politics.</p>
<p>Geographically, the platform has grown in steps. OpenAI began testing on 9 February 2026 in the United States, added Canada, Australia and New Zealand in the spring, and had the United Kingdom, Mexico, Brazil, Japan and South Korea live by 11 August. On 18 August it announced 31 European countries, with self-serve access following on 31 August. On 2 September it opened self-serve buying across India, the Middle East and North Africa. By 18 September the Ads Manager Availability page listed 56 countries, Turkey being the most recent addition after Turkish press reported its arrival on 17 September. The rule on that page is simple: the legal entity that advertises and is billed must be based in a listed country.</p>
<p>Users have controls. In Settings under Ad Controls they can switch off personalisation, dismiss an ad, see why it was shown and clear their ad data. With personalisation off, ads are matched only to the current chat. OpenAI notes that personalised ads are not initially available in the European Economic Area or Switzerland, so European campaigns run on conversation context alone.</p>
<h2>What does a ChatGPT ad look like?</h2>
<p>An ad sits below the end of a response, labelled as sponsored and visually separated from it. The unit contains the advertiser name, a favicon, a title, a line of copy, a landing page link and an image; OpenAI's developer documentation requires the image to be at least 640 by 640 pixels. A response may carry one or more units, and a unit may feature several items from one advertiser or several advertisers. Video is not listed as a supported format.</p>
<p>Third-party guides quote character limits for the title and copy, but they disagree with each other and we could not find a figure on an OpenAI page; follow whatever limit the Ads Manager form enforces. What matters more than length is that the ad is separate from the answer. Early predictions had ads woven into ChatGPT's sentences; the shipped product does not do that. A brand name inside the answer is the result of a different mechanism entirely, which is what <a href="/en/academy/blog/what-is-ai-visibility">AI visibility</a> measures.</p>
<h2>How does ChatGPT decide which ad to show?</h2>
<p>By the conversation's context and intent, not by keyword match. OpenAI's help centre lists the signals: the context and intent of the current conversation, the ad's landing page, title and copy, the advertiser's context hints and targeting selections, and, when personalisation is on, select signals from the user's broader ChatGPT experience. When several ads are eligible, relevance and bid together decide the order.</p>
<p>Context hints are the part of the system closest to a keyword and furthest from one. At the ad group level the advertiser writes phrases describing the conversations, needs and situations the product fits. OpenAI's own example is to replace "running shoes" with "cushioned everyday running shoes for beginners training for their first 5K". Hints are not exact-match keywords and not targeting rules; they inform the relevance calculation and do not guarantee delivery in any particular conversation.</p>
<p>Ranking uses a relevance-weighted second-price auction. A high bid alone does not win; the system multiplies the bid by the ad's fit for the conversation, and the winner pays a price set by the runner-up. The practical consequence is that well-written hints and a landing page consistent with the ad are cheaper levers than raising the bid. <h2>What do ChatGPT Ads cost?</h2>
<p>Prices verified 18 September 2026 on OpenAI's help centre. There are three campaign objectives. Views bills per thousand impressions (CPM). Clicks bills per valid click (CPC). Conversions optimises delivery toward a chosen conversion event and bills either per valid click (oCPC) or per thousand impressions (oCPM). No model bills per conversion, and OpenAI says CPC and outcome-optimised bidding now make up the majority of campaigns.</p>
<p>Bids are set at the ad group level: a maximum CPM for Views or a maximum CPC for Clicks. OpenAI recommends starting a click campaign at a $3 to $5 maximum bid and shows a bid-strength indicator in Ads Manager. There is no rate card. The only performance figure OpenAI has published is one ecommerce advertiser reaching a three-times return on ad spend across 28 days; that is a chosen example, not an average.</p>
<p>The minimum daily budget depends on the account's billing currency: $25 on a USD account, 15 EUR, 15 GBP, 725 INR, 2,500 JPY, 25,000 KRW, with 23 currencies in the table. A daily budget is a seven-day average: spend on a single day can reach twice the figure and a Sunday-to-Saturday week can reach seven times it. Country, currency and time zone are fixed at account creation and cannot be changed. <h2>What are the account rules?</h2>
<p>An account is opened at ads.openai.com with an OpenAI login tied to a work email, then completed with a logo, a billing profile and payment method, identity or business verification, and team invitations. OpenAI accepts business advertisers only: individuals cannot advertise, and an agency cannot open an account on a client's behalf, though the client can invite the agency once the account exists. Ads Manager can also be started from inside ChatGPT through the ChatGPT Ads Manager app.</p>
<p>Verification and account review are separate steps, and finishing the first does not mean the account is ready to serve. OpenAI says it cannot expedite review and that duplicate applications slow it down. Some new self-serve accounts can initially advertise only in their home country; other markets unlock once identity verification is approved and the account reaches a required spend at home. Creating a campaign or setting a budget does not count.</p>
<p>Targeting runs at three levels. Country is mandatory, with states, cities, markets and postal codes available in some countries; product-feed campaigns target by country only. Platform targeting offers Android app, Android web, desktop web, iOS app and iOS web. Custom audiences can be included, with a minimum of 25,000 matched users, or excluded with smaller lists. OpenAI advises against custom audiences for campaigns targeting the EEA or Switzerland while personalisation is unavailable there.</p>
<h2>Which industries are not allowed to advertise?</h2>
<p>OpenAI's ad policies, version 1.6 of September 2026, describe the launch categories as consumer and household goods, local services, travel and experiences, and digital products and education. Health services, financial services and legal services are restricted: inside the US they are approved case by case with proof of licensure; outside the US all three are described as generally prohibited. Alcohol, tobacco, gambling, political content, dating and adult content, recreational drugs, counterfeit goods and individual job or housing listings are prohibited in every market.</p>
<p>Wellness sits on the line. Fitness equipment, general nutrition and supplements sold through major retailers may pass when they make no medical claims; detox programmes, diet pills and health coaching do not. Every ad must be consistent from creative to landing page: OpenAI's own example is a food delivery ad that links to alcohol delivery, which is rejected. Ads may not imitate the ChatGPT interface, and misleading pricing, outcome or comparison claims are prohibited regardless of category.</p>
<p>Review is mostly automated with human oversight, and it covers the advertiser, the creative and the landing page together. A landing page the system cannot read is not eligible to run, which is why OpenAI requires that landing pages do not block its OAI-AdsBot and OAI-SearchBot user agents. Approved ads are then only placed in conversations that pass the placement policy.</p>
<h2>What should a business do if it cannot advertise, or wants both channels?</h2>
<p>A mention inside the answer cannot be bought. OpenAI states that ads do not influence responses, so when a user asks for "a florist in Brooklyn that delivers today" or "invoicing software for a one-person shop", whether your name appears depends on whether your site and third-party sources answer that question in plain sentences.
